This place is a refuge for those not accepted by packs/clans or unfit to life in the city or the wild. All animals who live here fall under a canine-feline truce and work together to survive off of the human scraps and little prey they can find.
After some calamity this small neighborhood was left abandoned and in ruins. With the humans gone (for the most part) animals and plants grasped free reign over the dilapidated houses and cracked roads.
The animals here must be careful of where they step and when. Humans are still lively here which brings dangers. But for those intelligent enough opportunities are everywhere.
The alleyways of the inner city are all connected somewhere. Animals are free to lurk in their concealing shades and scavenge from the humans.
Typical city park with duck ponds and street vendors. Smaller animals can make a decent living here.
